In December 2007, Network Rail published the Greater Anglia Route Utilisation Strategy. It is very positive in terms of West Anglia Routes Group aspirations with, in essence, Network Rail’s proposed strategy for the WAR being:
- Train lengthening on inner suburban services to 9 cars in the peak with new high capacity rolling stock, along with re-introduction of a shuttle service between Cheshunt and Seven Sisters.
- Train lengthening of outer suburban services from Cambridge and Stansted to 12 cars.
- 4 tracking of the mainline between Coppermill Junction and Broxbourne Junction between 2013/14 and 2016/2017 (this requires development work by 2013/14, including replacing level crossings)
- Investment in stations to facilitate increased passenger movements, including Stratford, Tottenham Hale, Seven Sisters and Walthamstow Central.
This strategy recognises the need for short to mid term measures to address existing crowding (average load factors were 150% in Autumn 2007 on Cambridge to Liverpool Street services), with longer term investment to further increase capacity and accommodate growth.
